Before we deployed this for clients, we ran E3AI on our own operation. Three of our five enforcement hooks were registered but committed non-executable. They looked active. They did nothing. A real external communication went out unintercepted.
We caught it. We fixed it. Then we built the verification protocol that proves hooks enforce, not just appear.
That protocol is now part of every Foundation Build delivery. You don’t get a charter document and a promise. You get hook output logs showing actual interception on actual actions.
This matters for GovCon. A federal prime or a BD team operating under NIST AI RMF requirements cannot accept “we have a policy.” They need evidence the policy runs. Hooks satisfy GOVERN more directly than any prose control because the log is the proof.
What the Build actually enforces
The Foundation Build installs five PreToolUse enforcement hooks, each covering one action class. These five cover the actions that create liability. Everything outside these classes runs at full speed.

The cost-of-mistake tier for each use case sets a minimum model tier. Cheap, fast models handle low-stakes tasks. High-consequence actions route to the model that can handle the weight — you don’t have to manage this manually.
Built to the NIST AI RMF, structured to ISO/IEC 42001
During the Enterprise engagement, the charter is mapped to NIST AI Risk Management Framework or ISO 42001 controls, so the audit log answers the question the way risk and compliance want it answered. That mapping is part of the deliverable, not an add-on conversation.
Supporting layers: Empathy and Experience
Enforcement-as-hooks is the infrastructure. The supporting layers shape what the AI says within those boundaries.
Empathy: who the AI is talking to. Your key audience types each get a context stub. The AI detects the audience and loads the right framing before drafting. Federal contracting officer versus small business founder versus teaming partner: the output reflects the difference.
Experience: what the AI draws from. Your own documents are the primary source. When the AI cannot answer from your corpus, it produces a structured refusal instead of a plausible fabrication. Refusal is the feature that makes the system safe enough to put a client name on.

The path from Sprint to Build
If you completed an AI Sprint with us within the last 90 days, $2,500 of the Sprint fee applies as a credit toward the Foundation Build. The Sprint gap analysis tells you exactly what the Build will address. Most Sprint clients book the Build within 30 days of receiving it.
